According to Whale Alert monitoring, Tether issued an additional 1 billion USDT on the Ethereum network.
Tether's Chief Technology Officer Paolo Ardoino stated that this was an authorized but unissued transaction, meaning that the amount will be used as inventory for the next issuance request and chain exchange.
