Foresight News reported, according to The Block, that the highly controversial FOCIL (Fork-Choice Enforced Inclusion Lists, i.e., EIP-7805) has been designated as a core consensus mechanism in the Ethereum Hegota upgrade. FOCIL is essentially designed to ensure Ethereum's censorship resistance at the protocol level by mandating validators to include all transactions in blocks. It does so by empowering the Ethereum validator committee to enforce transaction inclusion in blocks through fork-choice rules and inclusion lists.
If a proposed block ignores valid transactions from the committee's internal transaction list (including those that may violate OFAC sanctions), Ethereum will fork from that block onward, thereby ensuring that any valid public mempool transaction will be included in a block.
FOCIL has always been a highly controversial proposal and was previously excluded from the Glamsterdam upgrade. Critics argue that it could expose Ethereum validators to legal consequences and increase protocol complexity. Nevertheless, FOCIL is particularly important to Vitalik, who believes it will make Ethereum more cypherpunk and more "hardcore."
